【Apache】AllowEncodedSlashes on が反映されない？

問題

.htaccess に AllowEncodedSlashes on を書きましたが、反映されないです。

答え

AllowEncodedSlashesは、サーバ設定ファイルまたはバーチャルホストの設定のところで使えるディレクティブ。

<VirtualHost *:80>
    ServerAdmin mail@example.jp
    DocumentRoot /home/example
    ServerName xxxx.example.jp
（中略）
    AllowEncodedSlashes On ← この辺に書く
（中略）
</VirtualHost>

.htaccess ではだめ。
